Team NEO Welcomes New Board Members
Team NEO has elected Phillip Dennison of Packer Thomas and David
Mustine of JobsOhio to its board of trustees. These executives
bring specialized knowledge to the business growth and attraction
organization in areas pivotal to Northeast Ohio’s economic
development.
“David’s broad expertise in the energy industry –
including the booming oil and gas sector – will help us
better understand the needs of energy businesses that are choosing
to locate or expand here to leverage the Utica Shale,” said
Team NEO CEO Tom Waltermire. “His acumen within chemicals and
polymers, a strong downstream growth opportunity, and agribusiness
will be instrumental in helping us grow these sectors.”

About Phillip B. Dennison
Phillip Dennison is the principal of Packer Thomas, a regional
accounting firm based in Canfield, Ohio, and a former partner at
Ernst & Young. His influence on the Youngstown-Warren community
spans more than 30 years. He has for the past decade served as
chair of Grow Mahoning Valley, a public/private/labor organization
that prioritizes infrastructure projects over a three-county area,
and has for the past year chaired the Community Foundation of
Mahoning Valley. Dennison is a former chair of the
Youngstown/Warren Regional Chamber of Commerce and its Economic
Development Committee, the Youngstown State University Williamson
School of Business Business Advisory Council, and Forum Health
Board of Trustees. He was also instrumental in merging the
Youngstown, Warren and Niles Chambers of Commerce into the
Youngstown/Warren Regional Chamber in the early 1990s, when he
served as a trustee on the Youngstown Chamber of Commerce. In 2003,
the Youngstown/Warren Regional Chamber recognized Dennison with its
Spirit of the Chamber Award for his outstanding service to the
community.
About David Mustine
David Mustine is the managing director for energy, chemicals and
polymers, and agribusiness at JobsOhio, the state’s job
creation and economic development agency. He came to JobsOhio in
2011 from the Ohio Department of Natural Resources, where he ran
nine divisions and several offices. Additionally, Mustine served as
a consultant to business owners, corporations, ministries and
nonprofits, and as executive director of a Dubai-based provider of
a geophysical data acquisition services to international
exploration and production companies. He worked for American
Electric Power for 16 years, most recently as a senior vice
president. Mustine also served as an investment manager for the
energy division of Bechtel Investments Inc. in Houston, where he
specialized in oil and gas joint ventures.
